Born in Shida-gun, Mutsu Province, which is now Osaki City, Miyagi Prefecture, San-nosuke Kamata was of Sendai clan descent and devoted his life to flood control projects, as did his grandfather and father for three generations. He was the mayor of Kashimadai Village for 10 terms of 38 years and devoted himself to the Shinai-numa land reclamation project. He also devoted himself to the restoration of the village's finances as mayor, and during his tenure as mayor, he patrolled the village wearing straw sandals without compensation, and was affectionately called "Mayor with straw sandals" by the villagers.
The Kamata Memorial Hall is a themed museum that focuses on the reclamation project of Shinai Marsh, which took 300 years from the Edo period (1603-1868). The booths, which are designed to look like schools of the time, show a movie about the story of Kamata San-nosuke, introduce the four parts of his life, his fight against flood damage, and the history of Shinai Marsh reclamation.
