In March 1854, Shimoda and Hakodate became the first ports in Japan to be opened to foreign vessels when the Treaty of Amity between Japan and the United States was signed. Perry's fleet came to Shimoda Harbor in a black ship and dropped anchor between Inubashiri Island and Misago-shima, thus beginning the history of Shimoda's port opening.

In 1854, Shoin Yoshida, a great man at the end of the Edo period, rowed his oar boat to Perry's fleet, which was staying in Shimoda Port for a month and a half to conclude the Treaty of Shimoda. However, he was refused boarding and became a prisoner, unable to fulfill his wish to go to the United States. He hid out on Benten Island, looking for an opportunity to smuggle himself out of the country. A statue and a shrine where Shoin is said to have hidden himself still exist on Bentenjima, and the island is known as a place associated with Yoshida Shoin that still attracts many history buffs.
